Beech Caves rock homes

Newcastle-under-Lyme has old rock houses that people used to live in, the Beech Caves near Tittensor. Seemingly they’re just being left to the local yobs and vandals. Why aren’t they being restored and turned into a hobbit-y tourist attraction?
